how to solve this problem?
talk with your system admin and either have them install the program or have them give you the rights to do so.
if its on your personal computer (running windows) then you can likely just right click the installer and say run as admin.
I would have to guess your at a public or school computer, group policies are made to stop anyone from putting random stuff on to computers that don’t need random stuff.
