How to compile my custom .rc file?

I’ve set up a resource file (.rc) for my project, but that rc file doesn’t seem to be compiled (I manually added to the project). When I try to regenerate project files, the resource file is excluded from the project. But for the official ShooterGame, these problems go away. How can I set up that?
My .rc file and .aps file are located at ProjectDir\Source\Resources\Windows\

Did you ever figure this out? Seems that engine generates this file.
