Physics stuttering on dedicated server

We are experiencing some odd behaviour on our vehicles with server authoritative physics, we have tried almost everything to resolve this problem. Even the client possessing the vehicle stutters when turning, we have noticed that in PhysScene_Physx.cpp there is duplicated code for calling PhysicsReplication->Tick. This problem is not present with the same setup in 4.19, we cannot downgrade a project of this size.

This appears to be fixed as of 4.23.
