cant't run packaged game

we have 0 errors or warnings when playing our game in the editor, and all runs fine. when we package our game for windows x64 it packages with 0 warnings and 0 errors, so at this point we were assuming all is good. well all is not good. we get this error message when trying to launch the game:

after looking online the only advice people have given for similar issues is delete the intermediate and saved folders. this does not work! any help would be very much appreciated.
