Volume Texture Fog not working in package

I have a volume texture fog that I got from here: https://sellfy.com/p/4Bl9/. It works great in the editor, but when I package the game, the fog never appears. Is there something else I need to do to enable volume textures to work in a packaged game?

The plugin will package with a C++ project with Visual Studio 2017 installed, but it will not package with a blueprint only project. The plugin file path should also be added to the projects settings under Additional Asset Directories to Cook.
