Vulkan render artifacts/ bug with bloom

I’m running with the -vulkan flag enabled on Windows and am seeing rendering issues with bloom. When bloom is enabled (set to 0.6 in my test scene) and the hotspot exceeds a certain value, my entire screen will flash white. I have the latest NVidia GeForce drivers and Vulkan 1.1.97.0 installed:

Zoom out slightly and once the the bloom exceeds some value, the entire image blows out:
