Do you mean that you can’t create a project in Visual Studio, or in Unreal Engine? If you’re talking about Visual Studio, i’d recommend going to Udemy.com, and buying the course titled
Unreal Engine C++ Developer: Learn C++ and make Video Games.
There are a lot of good courses there, but this one seems to make understanding the basics easy.
I have Visual Studios 2017, and I just start it, go to File: New and you want a new console project. Hope this helps.
