Should the Sun Position Plugin from Epic be Requiring Visual Studio to package?

This happens in 4.21 and 4.22 Preview 3, if I toggle the sun position plugin on it won’t package without Visual Studio, turn it off, packages fine. This is an empty BP level with the starter content only.

Why would an Epic plugin need Visual Studio?
For me it’s not a problem, but for people at the company I work at it causes issues because it is tough to get Visual Studio installed on every machine (because of user privileges and IT) so their projects can be packaged.
BTW this message only appears in the log window, it doesn’t do the usual graphic popup saying VS isn’t installed.
