Hierarchical Instanced Static Mesh Copy and Paste Bug

In 4.21 I seem to be unable to copy and paste Hierarchical Instanced Static Meshes. I was able to in earlier versions of the engine. However now if I cut and paste in 4.21.2 it copies the data, but in most cases no meshes render.
