Packaging for Windows 32bit with Windows Error

I’m packaging for Windows 32bit which comes out of Unreal with no errors, and runs normal on a 64bit machine. When the application is opened on a 32bit system I get this error;

"The application has failed to start because its side-by-side configuration is incorrect. Please see the application event log or use the command-line sxstrace.exe tool for more detail"

I’ve followed up on this error and to fix I’ve read you must install the proper Microsoft Visual C++ version after looking through the event log. I’ve done this and still the error appears. Regardless, I’d need a fix so that no additional downloads would be needed.
