Hello,
I just start subscribing UE4. With UE3 i didn’t have any problems, now everything was good until i launched editor. It isn’t laggy, works fine but when i hover over button something weird happen.

I just want to make sure I understand your potential bug correctly. When you hoover over a dropdown menu the cursor disappears and a small image of the editor window appears near the top of the editor? What version of the editor are you running and if you could please post your dxdiag that would be extremely helpful. Thank you!
I just finally installed 4.3.1 and same problem 
It happens when i hover over folders or buttons like Save, Content, Marketplace, etc.
I hope there is some solution for me

Does this happen on 4.4.1? Further, does this occur in a clean project with no additional content?
Yes it happens 4.4.1 and it occurs a clean projects too. Also in Unreal Project Browser on buttons : “New Project”, “Include Starter Content”(check box) and “Marketplace”. Btw thank you for trying to help me 
Update : After trying some stuff, i know what couse problem, it is comment block that appears when you hover over something and dropdown menus
Update 1: I’ve tried reinstall, reset UI layout, none of this worked
