Procedural Foliage Spawner not working on LandscapeStreamingProxy if landscape layers are defined

I created a terrain in World Machine and using tiled build I exported heightmaps. I then enabled World Composition and imported all the tiled heightmaps and so far everything was good. For each landscape I applied my material which consists of 3 different layers. Now finally when I try to to use Procedural Foliage Tool that contains Foliage Types with landscape layers defined it doesnt spawn any kind of foliage. Toast message says Unable to spawn instances. Ensure a large enough surface exists within the volume. If I clear landscape layers array from Foliage Type and resimulate it works.
