How do I package a project (Windows64-bit) with Pixel Streaming plugin enabled?

Hello,

I am testing out using the pixel streaming plugin. I was unsuccessful in packaging windows 64 bit.
Notes: ue4 4.21.2 multi user template/unrealstudio

Here is the error that gets flagged when I attempt to build. Any suggestions are appreciated. Thank you!
