Its sounds like this folder is under the security protection on your C disk.Try to move the project to another disk and generate the project files or right click on the disk an change the ability for your user to read/write for this folder.
same problem here, everytime this happens i always reinstall the engine, but this time i will definitly search for a better result… and is unable to verify my UE4 4.22 in Launcher too C:\Program Files\UE_4.22\Engine\Intermediate\Build\BuildRules\UE4Rules.dll
