Trying to make a "Sea of Thieves" scale multiplayer game world. 12-30 players.. bout the size of PUBG

I’ve read about the shortcomings of trying to use World Composition with a networked multiplayer game. I know that in my design i am not trying to have any of the players leave the server that they start on… So it’s not like a normal MMO… I’m trying to have a simple approach…
