Unless Epic and AMD reach some kind of agrement to ship it with the engine it will most probably never be available just as a plugin. The most likely scenario is that AMD will publish a branch of the engine with this technology implemented by them (I have not found information about it but I’m sure new info about this will pop up in the near future).
Another thing to consider is that Epic is implementing a new physics engine in Unreal called Chaos Causing Chaos: The Future of Physics and Destruction | Unreal Fest Europe 2019 | Unreal Engine - YouTube so its very hard to imagine them implementing yet another one when they have not finished it yet.

Agreed. Since Epic has chaos coming soon, they will focus on that, and Epic doesn’t add hardware dependant tech into their engine, the engine has to be platform and hardware agnostic. If it doesn’t work on mobile, PC, console, all hardware etc, it generally doesn’t make it into the core engine. For example, Nvidia has a bunch of cool stuff, but you get all that from Nvidia’s GitHub where they have a custom fork of the Unreal Engine. AMD may well do the same and provide a forked version of Unreal with their own tech integrated.
