Engine keeps rebuilding

So i got the github unrealengine-release 4.22 as zipped , extracted , downloaded dependencies and generated vs files , started VS 2017 and hit build.

built the engine after few hours then associated existing game project to it . Opened the project in vs 2019 starts to build engine again.

Stopped the build as I didn’t wanted to waste more hours there. Generated vs files for engine again , opened it in VS 2019 this time to ward of any incompatibility issues. built the engine in vs 2019 in few hours.

went back to project setup association generated project files , opened project in VS 2019 again, hit build and BAM starts building engine yet again.

waited for [1855/1855] steps to finish then it jumps to compiling [1/2733] again!!

Whats weirder is I see the same logs in output again [190/1855] Module.Kismet.1_of_6.cpp and then [209/2733] Module.Kismet.1_of_6.cpp , the logs repeat for virtually all files. Is it stuck in a loop? what happened to the binaries and obj files it built 3 times earlier?

A few weeks ago I compiled 4.20 from source fine in just a few hours with VS 2017. is vs 2019 build system bugged? because I am ■■■■ sure I built the 4.22 engine successfully 3 times already.

Its still compiling as of posting this, and would likely end up repeating again.
