Where can I ask about the possibility of creating a plugin?

Hello. I would like to find someone to create a plugin for UE4, but I don’t know where can I ask. Is there a specific section on forum?

I am interested in buying a plugin/tool that allow to make “spline decals”. Spline meshes are useful, but for things llike roads and paths it would be great to have decals, becasuse they are projected on to surface. There is no such a thing on marketplace.

In order for it to work effectively, it very likely requires engine modification, which a plugin can’t do. Also, this issue is several years old impacting hundreds of developers, if someone was able to do it as a plugin, it would have probably been already done. Your request would just be a needle in a haystack.
