Unreal Editor can't "restore down"

When “restore down” is clicked, to drag and drop assets from folders, instead the Unreal Editor window completely disappears.

While the taskbar tile is moused over, the window preview is blank (see screencap). The window isn’t drawn at all, though in Windows 10, a window preview should still be drawn in the background. If the operating system simply stopped receiving any draw data at all for the window, it would just show the last preview rendered, but fogged over as if the application stopped responding. It shows a clear, empty preview window, meaning the application is sending empty draw data to the operating system.

Clicking the tile does nothing at all. The only way to get it back is to mouse over it on the taskbar, alt+space, and select “Maximize”. The window isn’t drawn at all if the editor isn’t maximized.
