SceneCaptureComponent prevents ASW at 40/45 fps

ASW will not lock at 40(RiftS)/45(Rift)fps when a SceneCaptureComponent is being used in a packaged build.
In PIE ASW will lock at 40/45 fps with a SceneCaptureComponent. This is very frustrating because everything appears to run smoothly in editor but will be a chop fest in a packaged build. Tested on multiple computers with different hardware. Latest Nvidia drivers and Oculus software. UE4 4.22.
