In short, no. Epic Games is the only company authorized to distribute Unreal Tournament, and also licensees are not permitted to use the Unreal Tournament game code for other projects.

If this Github site and open source for all members.
The github page was an illegal rip of the game, so it will be removed shortly. Probs best for you to delete it too.

There aren’t any authorized .rar distributions ,so Connor is correct. And again, Unreal Tournament game code is not permitted to be used for other game projects.
but i will use only my own project. or my hobbies not for anything else.
Epic provides Shooter Game with the engine license for that purpose.
