After following all of the advice that we could find on the subject, Packaging still failing

After setting the default game mode and packaging to multiple settings, Still failing. Here is the error we continue to receive. Cooks the content just fine.

MainFrameActions: Packaging (Windows (32-bit)): ErrorReporter.Error: ERROR: AutomationTool error: No files found to deploy for C:\Users\super_000\Documents\Unreal Projects\xyz\Binaries\Win32 with wildcard xyz-Win32-Shipping.exe and exclusions

make sure that you:
Installed Visual Studio 2013
and that if this was a C++ project try to build using Game client option instead of Development editor.
