[4.12] Animation jitter: transition happens even when it shouldn't

Hey guys!
I got weird jittering since I upgraded from 4.11 to 4.12.
I did a little investigation and discovered, that jittering happens because specific transition happens when it shouldn’t.
I paused editor and here are my results:

This is false transition. It shouldn’t happen.
Here are my rules:

The very first rule gives us false:

Final decision is false:

But somehow “Can Enter Transition” is true!

And ■■■■ transition happens! And I got jitter instead of proper animation. =(

Any ideas? If it’s known 4.12 issue - please let me know.

As always, I’'ve found issue on my own. =)

It’s a bug of unknown origin - apparently connected to migration from 4.11 to 4.12.

I deleted old variables and created new ones, absolutely the same. And it started to work.

Lesson I’ve learned here - do not migrate without strong reasons! With every migration game
breaks.
