its really not a difficult material to make the basics of and there are a million tutorials out there on materials. making that exact material isnt possible since we dont have those textures but you could make something similar with other textures. it also depends on what your making the material for (game , static rendering, video render). the doc you linked is about baking textures from noise, i dont use that process so i cant really comment on that. but look into tessellation and displacement that should help. i also linked a few things below about texturing. materials are a complex topic and its not one of those things someone can just explain, you will probably need to learn more and create the effect yourself, otherwise go to the forums and hire someone.
