Everytime i try to launch UE4 it gets ti 91% and then crashes. then it come up with windows soulutions and nothing works have tried doing some troubleshooting but nothing has worked so far.
If you can post the crash logs that will be helpful

Devero is correct, we need some more info. Could you post your Callstack from your crashreport (if you got one), crash Logs, Dmp files, and Dxdiag (system specs).
